No , As announced earlier by SAP Fiori License is included in Netweaver license which is applicable to SAP Business Suite and also to S4Hana 1503/1508/1511 .
Fiori implementation also follows the same implementation procedure as in SAP Business Suite ,for S4Hana for transactional , FactSheet and Analytical apps.A new app type of Web Dynpro is added to the list in S4, But yes the implementation is straight forward here again.
