It should propagate automatically even for unexpected events. Is the location on the unexpected events from one of the stop location( guessing to be true based on your UA2 usage ), then it should have propagated to FU from FO.

The screen shots from your Sep 10th shows that it's propagated( not exactly what you wanted for FB ).

Don't you see the event at all in FU with atleast "Read from SAP EM" as well?

Check whether you assigned the Event Code to FU on TM->Integration->track and trace.

Try to post an expected event as unexpected with a different location ( use one of the different stop location ) and see if it propagates to successor document.
