What do you mean 'someone cannot open the new link, but he can open the old link'?
Do you mean, after the change, clicking on the same hyperlink, someone can open the new link, but someone get blank page for the new link? And the persons who have the issue were able to open the old link before you made the change? Is it?
Have you made httpwatch trace to check if these persons are trying to open the same new link?
Please check if they are able to open the new link from another IE tab seperatedly instead of from the hyperlink on CRM web page.
