Yes, vendor account group can be changed through XK07. However, you have to adjust vendor master data according to new account group. E.g. in old account group field was suppressed or optional and hence not entered while in new account group it is required.
Changing vendor group does not have any effect on transaction data. It is related to master data fields only.
