Rich Client Error - you cannot log on in offline mode

Hi,

I am trying to log into Rich Client but get the following error. I am not trying to log in as offline mode. I have set the system and username correctly for an enterprise system.

I have read in some posts that i should move a file from a LocData folder but i cannot find this folder? I am on SAP BI 4.1.
