The process to follow is:
- Create the NEW database with create permissions
- Install 64bit ODBC Driver on BI4 Server
- Create 64-bit System ODBC
- STOP SIA and go to the properties tab
- Use the Options on the SIA Configuration to copy database from OLD CMS to NEW CMS
