Please do not confuse between OSS note and OSS message. Previously any problems were reported to SAP through an OSS message in the SAP Support Portal. Now since many months, this reporting to SAP is through an Incident.
I am suggesting you to log an incident to SAP through SAP Support Portal with all details of input, messages and output; and pursuing with SAP till the issue is resolved. After they provide any corrections with any OSS note, you need to apply the change in Dev, copy the employee to Dev test, test the transaction in Dev test. Note this test is required in both R/3 and ESS.
I am not sure what OSS notes are available to correct this issue.
