I think of following approach you can think of...
1. If your physical OS and Cloud OS are same, then take tar or other backup of required file systems for DVEBMGS... and other application instances from physical host and copy it the cloud system. Then filesystems like /usr/sap/<SID>, /sapmnt/<SID> of physical host should be mounted to cloud system. It is assumed that in cloud system similar filesystems for DVE and application instances are created before copying source file system. Now if hostname remains same then the same profile files will work, else you need to change profile files to make this work.
2. Mount Source system files systems as mentioned above to cloud and run SWPM (Correct version in line with source system) and start installing Primary application server from the option of Distributed installation. Here when it asks for Central Instance's profile file, give the same of mounted file system's profile files. Then using the same option install Additional Application Instances...
